Ticket Scalping Prevention Law Shrinks 'Resell Market'... BTS Ticket Price is 990,000 Won

A new ticket scalping prevention law in South Korea is reportedly causing a decline in the online ticket resale market, with notable reductions in sales figures.

South Korea's recently enacted ticket scalping prevention law, aimed at curbing illegal ticket reselling for concerts and sports events, has resulted in a noticeable contraction of the online resale market. Under this law, those engaging in scalping practices face fines up to fifty times the sale price of tickets, alongside the potential confiscation of profits. Consequently, data from Wise App and Retail indicates that the estimated sales for the online resale platform Ticketbay dropped significantly to approximately 5.9 billion KRW in December 2023, a 39.7% decrease from the previous year. In recent months, monthly transactions on Ticketbay demonstrated a fluctuating trend, peaking at an all-time high of about 28.8 billion KRW during the KBO Korean Series in October. However, after a brief rise, the market experienced a substantial drop, compelling analysts to attribute this downward trend directly to the commencement of the discussions surrounding the ticket scalping prevention law in November. This law not only targets well-known idols like BTS but also addresses broader issues that have plagued the market, such as the use of automated tools for illegal reselling. The legislative framework, which passed through the National Assembly on January 29, includes strict regulations against purchasing tickets for resale at inflated prices. With the law set to take effect six months after its announcement, market experts predict that the upcoming implementation in August will further shrivel the online scalping market, which could adversely affect the profitability of resale platforms. This legislative change reflects a growing acknowledgment of the need for regulatory measures amidst rising concerns about ticket affordability and fairness for genuine fans.
