Foundations and associations must also issue and receive invoices in KSeF

Non-governmental organizations in Poland are required to comply with the KSeF invoicing system just like regular companies, as per guidance from the Ministry of Finance.

The Ministry of Finance in Poland has published a comprehensive 47-page guide indicating that non-governmental organizations (NGOs) must implement the Krajowy System e-Faktur (KSeF), an electronic invoicing system. This guide details necessary preparations, including adjusting financial and accounting software, creating internal procedures, establishing permission structures, and selecting authentication methods.

According to Kamil Chmielewski, a tax advisor and manager in indirect taxes at KPMG in Poland, these new obligations extend to all organizations engaged in public benefit activities. This broadly includes foundations and associations, but also encompasses clubs, committees, brotherhoods, unions, and youth groups, emphasizing the extensive reach of KSeF requirements.

This shift aims to standardize the invoicing process for NGOs, ensuring compliance with national fiscal laws and increasing transparency in financial transactions. The implications of these changes are significant, as NGOs may need to invest in training and systems upgrades to meet these new obligations, potentially straining their resources but ultimately aiming to enhance accountability within the sector.
