Rio had more than 6.2 million fines in 2025, averaging almost 12 per minute

A report from Rio de Janeiro's traffic department reveals that over 6.2 million traffic fines were issued in 2025, averaging nearly 12 fines per minute.

A recent report from the Department of Transit of the State of Rio de Janeiro (Detran-RJ), commissioned by RJ2, highlights significant traffic law violations in the state. In 2025, there were 6,239,979 fines issued, translating to an alarming average of 17,095 fines per day or almost 12 fines each minute. The capital alone accounted for 2,929,807 infractions, which is over 8,000 fines daily, equivalent to 5.5 per minute. Speeding emerged as the most prevalent offense in the state during this period.

Particularly troubling statistics emerged from the analysis of speeding violations. Transgressions involving speeds up to 20% over the limit represented 42% of the total fines, amounting to 2,618,269 infractions. In contrast, exceeding the permissible speed by 20% to 50% resulted in 419,409 fines (6.7%). Other notable infractions included using lanes designated for public transport (427,612 fines) and running red lights (426,723 fines), suggesting a broad disregard for established traffic regulations within the city.

The details indicate persistent problems in urban traffic management and enforcement, particularly in Rio de Janeiro, where over one million fines for speeding alone were recorded due to exceeding the speed limit by up to 20%. This continuing trend raises concerns about road safety, public compliance with traffic laws, and the overall effectiveness of current enforcement strategies, prompting calls for more rigorous oversight and potentially new measures to improve compliance with traffic laws in the future.
