124 billion yen support for Tokyo University of Science recognized as a top-tier university; Minister expresses regret over China’s list

The Japanese Ministry of Education announced a 12.4 billion yen funding for the Tokyo University of Science, now recognized as a top-tier research university, while expressing regret about its designation as a dual-use entity by China.

On October 27th, Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) announced that the Tokyo University of Science would receive an initial funding of 12.4 billion yen from a 10 trillion yen government fund in its first year as part of Japan's initiative to promote 'internationally outstanding research universities.' This designation aims to bolster the university's efforts to achieve world-class research capabilities over the next 25 years, with a specific plan that emphasizes the creation of new societal values through scientific advancement and public welfare.

The funding is part of a broader plan that will see the university submit its 'Enhancement of Research Systems' plan for approval, which outlines its goals for contributing meaningfully to society through innovative research and educational excellence. MEXT Minister Yohei Matsumoto highlighted the university's new role in leading the nation's overall research strength and encouraged it to fulfill its responsibilities in advancing research outcomes.

However, the Tokyo University of Science was recently included in a list by China's Ministry of Commerce that identifies organizations subject to stricter scrutiny over dual-use products. This designation has drawn concerns from Minister Matsumoto, stating that it is regrettable for both the university and the Japan Aerospace Exploration Agency (JAXA), which was also listed. He indicated that the Ministry would closely monitor any potential impact on research and development activities due to this situation.
