After the VRK check - decision: The National Union violated the law
The Lithuanian National Union has been found to have violated laws regarding membership fees by accepting payments through non-bank services.
The Central Electoral Commission (VRK) of Lithuania has unanimously concluded that the National Union party breached electoral laws by accepting membership fees through non-banking channels, specifically via the postal service and cash services. This incident involves a total of 270 euros in payments which were not processed in compliance with legal stipulations, as the current regulations stipulate that such fees can only be accepted in cash or through bank transfers. The commission has emphasized that services like 'Lietuvos paštas' (Lithuanian Post) and 'Perlo paslaugos' are not categorized as banks, thus rendering the processed payments invalid.
Further scrutiny revealed that there are no assurances that the identity of the individuals making these payments was verified while using the said services, which raises significant concerns regarding the integrity and transparency of financial transactions associated with political party memberships. The VRK explicitly stated that the law does not allow for any other means of membership fee payment. Consequently, the acceptance of these fees was ruled as unacceptable and should have been either refunded to the payers or transferred to the state budget.
Moreover, it was noted that the party failed to return the rejected membership fees in a timely manner, with some refunds totaling 124 euros only issued after the closing of the reporting period. This delay highlights potential further issues in adhering to regulations by the National Union, prompting concerns over their financial practices and adherence to electoral laws. Such violations may prompt discussions about the need for more robust compliance mechanisms within political party financing in Lithuania.
