In the video, which was recorded in the late afternoon of Thursday (26), William is shown operating a notebook as he disseminates the critical alert from the Emergency Management Center. Other staff members are seen analyzing radar images that confirm the onset of heavy rainfall impacting the coastline. This proactive approach by the Civil Defense emphasizes the urgency and severity of the weather situation, a responsibility heightened by the potential risks posed to public safety.
