Senator presents a bill to limit increases in electricity bills
Brazilian Senator Mecias de Jesus proposed a bill to limit electricity bill increases to the official inflation rate.
Senator Mecias de Jesus from the Republican Party in Roraima has introduced bill PL 170/26 aimed at restricting annual increases in electricity bills to not exceed the official inflation index. The senator’s initiative seeks to prevent electricity distributors from raising tariffs disproportionately without proper technical justification. Under the proposed legislation, the National Electric Energy Agency (Aneel) would be responsible for implementing a uniform methodology across the country to monitor and regulate these annual price adjustments.
The motivation behind the bill is to provide clarity, limit, and transparency regarding electricity price increases, ensuring that consumers are protected from unregulated spikes in their electricity costs. Jesus emphasized that any increase exceeding the inflation rate would require a regulatory review to ensure fairness and accountability. This measure comes in response to the significant electricity price hikes seen in recent years, where in 2025 alone, average residential electricity bills rose by 12.3%, almost triple the inflation rate at that time.
As the sector predicts a 5% to 8% increase in electricity costs this year against an estimated inflation rate of 3.9%, the senator aims to preemptively address the potential financial burden on consumers. By establishing stricter regulations on how electricity rates can be adjusted, the bill seeks not only to protect consumers from excessive charges but also to bring predictability to a sector that is crucial for daily life in Brazil.
