Despite prior statements from Russia's Minister of Digital Development, Maksut Shadajev, indicating that authorities would not impose restrictions on Telegram's operations within certain military operation zones, it appears the decision has since shifted towards a full ban. According to a source tied to the Kremlin, starting in April, Telegram will only be accessible to those at the front lines of conflict, effectively limiting the application’s use among the general population.
