Housekeepers and Caregivers, Contributions Change Completely: Bulletin Stop Imminent

A new digital payment system for contributions of domestic workers in Italy has been announced, phasing out traditional paper bulletin payments by 2026 for most employers.

In Italy, a significant change in the payment methods for contributions relating to housekeepers, caregivers, and babysitters has been introduced by the National Institute of Social Security (INPS). Commencing this year, contributions will now be paid electronically, marking the end of the use of traditional paper bulletins in a move towards the digitization of public administration services. This shift aims to streamline processes and adapt to contemporary technology, resulting in a more efficient payment system for employers in the domestic sector.

The INPS has specified that from January 2026, the issuance of paper bulletins will cease for all domestic employers under the age of 76 who previously opted for postal delivery of their payment forms. The only exception to this new rule during the transition towards digital payments will apply exclusively to employers who are aged 76 and older, allowing them to continue receiving traditional notices for the current year. However, as of 2027, this exception will also be eliminated, thereby making the transition to electronic contributions mandatory for all.

This change not only signifies a notable step in modernizing the administrative processes regarding domestic work in Italy but also reflects broader trends of digitalization within governance. By moving away from paper to electronic systems, the government may enhance the efficiency of contributions payment while potentially reducing errors associated with manual processing.
