Secretariat of Peoples Indicates that Elected Board of Fenocin 'Does Not Comply' with Registration Requirements
The Secretariat of Peoples and Nationalities has given ten days to the newly elected president of Fenocin, Guido Perugachi, to meet registration requirements before the board is officially recognized.
The Secretariat of Peoples and Nationalities in Ecuador has put the newly elected president of the Confederation of National Organizations of Peasants, Indigenous Peoples, and Black Communities (Fenocin), Guido Perugachi, on notice regarding compliance with registration requirements. Given until February 6, 2026, Perugachi must address specific findings from a review carried out after a request for registration was made by him on January 29, 2026, for the board elected for the term from November 30, 2025, to November 30, 2029.
This issue arose during a review conducted by the Secretariat concerning the newly elected governing body of Fenocin, which is aimed at representing the interests of various societal groups within Ecuador. Observations stated that the registration application did not fulfill all predetermined requirements—the most notable being the lack of documentation confirming the date of the congress that elected the new board. The Secretariat, which operates under the presidency of Ecuador, set a period in which Perugachi is expected to rectify these shortcomings.
The implications of this development are significant for the organizational stability and representation of the communities Fenocin serves. Failure to register could hinder their ability to function officially and participate in national dialogues, impacting the political dynamics surrounding indigenous and agrarian rights in Ecuador. Stakeholders will be closely monitoring how the newly elected representatives react to this challenge and whether they can meet the mandated deadlines for compliance, ensuring their operational legitimacy for the projected term ahead.
