Arrest of Father and Son for Suspected Embezzlement from Kyoto Prefecture Land Development Corporation

A father and son have been arrested in Osaka for allegedly embezzling funds from the Kyoto Prefecture Land Development Corporation.

Osaka District Prosecutor's Special Investigation Division announced the arrest of Shigenobu Moriyama, a 58-year-old senior staff member of the Kyoto Prefecture Land Development Corporation, and his 29-year-old son, Takumi Moriyama, a real estate company executive, on charges of embezzlement. They are suspected of conspiring to transfer 8.1 million yen from a corporate account to Shigenobu's personal account on January 22, 2023. The nature of their denial regarding the charges has not yet been disclosed.

The Kyoto Prefecture Land Development Corporation was established in 1967, transitioning to its current form in 1973. Its primary responsibilities include acquiring land ahead of public projects and selling land for industrial parks. This incident raises serious questions about internal controls regarding financial management in public entities, especially those handling public funds, and highlights the risks of corruption within these types of organizations.
