In 2024, state judicial institutions in Brazil spent over R$ 62.5 billion on salaries alone, representing 67% of the total budget allocated to courts, public prosecutor's offices, and public defenders. This data, provided by the Justa organization, highlights significant financial trends in the state's budget allocation toward the justice system. Out of 21 federative units analyzed, Roraima, Piauí, Maranhão, and Mato Grosso do Sul did not disclose their figures, while Goiás and Santa Catarina provided only partial data.
The analysis also revealed that in five states, the justice system consumes more than 10% of the total approved budget, with Rondônia leading at 13%. This trend is mirrored in other states like Mato Grosso, Minas Gerais, Paraíba, and Rio de Janeiro, where over 10% of their budget is also dedicated to judicial expenses. The increasing percentage suggests a growing financial burden on state budgets as expenditures continue to outpace revenue generation.
Looking ahead, the forecast for state budgets indicates that this allocation towards the justice system may further rise. In 11 states, projections suggest that spending will likely increase, which will bring challenges to budget management and raise discussions about the balance between necessary funding for judiciary functions and overall fiscal health.
