Lithuania's Ministry of Foreign Affairs has proposed ratifying a convention that establishes a commission to assess damages caused by Russian aggression against Ukraine.
The Lithuanian Ministry of Foreign Affairs is advocating for the ratification of a convention that was signed on December 16, 2025, at a diplomatic conference in The Hague by Foreign Minister KΔstutis Budrys. This convention outlines the powers and functions of the commission tasked with examining damages resulting from Russia's actions against Ukraine, effectively creating a legal framework for compensation assessments. It stipulates the organizational structure, application processing procedures, and the transfer of a damage register related to Russian aggression to the commission.
The newly established commission will serve as an administrative entity that will review and evaluate claims for compensation for losses suffered due to actions deemed illegal under international law by the Russian Federation against Ukraine. It is responsible for determining the amount of compensation payable in each individual case, thereby acting as a crucial step in addressing the grievances of Ukraine and its allies regarding the harm caused by Russian military actions.
Once the law for ratifying this convention is passed, Lithuania will fulfill its necessary domestic legal procedures for the convention to take effect. The convention will come into force once it has been ratified by 25 interested parties, ensuring the operational capacity of the commission. This move represents Lithuania's strong commitment to supporting Ukraine in the aftermath of aggression and setting a precedent for accountability on an international scale.
