New rules for learner drivers in March 2026 are 'big shift'
New regulations for learner drivers will come into effect in March 2026, including changes to how driving tests are booked and conducted.
Starting in March 2026, significant changes will be implemented for learner drivers in the UK, as announced by the Driver and Vehicle Standards Agency (DVSA). These new rules include restrictions on how learner drivers can alter their driving test appointments, allowing only two amendments, which aim to prevent fraudulent bulk bookings that have been a growing concern. These modifications exclusively apply to car driving tests across England, Scotland, and Wales, ensuring a more secure booking process for learners.
To further protect against fraud, from this spring, learner drivers must personally schedule their driving tests through the GOV.UK website. Driving instructors will no longer have the ability to book tests on behalf of their students, which marks a substantial shift in accountability for learners. The DVSA has stressed the need for learners to only book tests at centres they are genuinely intending to attend, effectively minimizing the opportunity for scammers to exploit the system.
The DVSA has indicated that these reforms are a proactive response to the increasing incidents of test appointment fraud, which have disrupted the driving test system in recent years. The overall goal of these changes is to create a fair and accessible environment for all learner drivers while protecting against malicious practices that undermine the integrity of the driving examination process.
