CGU report indicates overpricing in bridge reconstruction between TO and MA

The Brazilian Federal Audit Court (CGU) has released a report indicating that there was overpricing in the construction of the Juscelino Kubitschek Bridge, located between Tocantins and Maranhão along the BR-226 highway. The report details inconsistencies in the budget and identifies various contractual risks involved in the project. The bridge was completed in December 2025, a year after the collapse of the original structure, which tragically resulted in the deaths of 14 people and three others going missing.
According to the CGU's findings, the total investment for the reconstruction was R$ 171,969,000. However, the audit team estimates that the costs should have been around R$ 154.15 million, highlighting a discrepancy of R$ 17,819,000. The report lays out various analyses and recommendations, indicating the need for better oversight and transparency in future infrastructure projects. The CGU plans to continue monitoring the situation to ensure compliance and effective use of public funds.
In response to the report, the National Department of Infrastructure and Transport (DNIT) defended its budget preparation, stating that the estimates were based on technical evaluations appropriate for the complexity of the project and the information available at the time of contracting. As the investigation continues, there are broader implications regarding accountability and financial oversight in public works in Brazil, particularly in light of past tragedies related to infrastructure failures.
