Experts Recommend Establishing Record Management Division in Third Truth and Reconciliation Commission

Experts and members of the Korean Association of Record Professionals called for the establishment of a record management division in the soon-to-be-launched Third Truth and Reconciliation Commission on December 26. They argue that given the expanded scope of the commission's investigation, the importance of record-keeping has grown. This claim follows a history where the first commission included a dedicated record management office but was excluded in the second commission, leading to concerns about inadequate record management.

The first commission, which started in December 2005, had a well-defined structure that included a Records and Information Division to systematically manage activities and data collection related to the commission's investigations. In contrast, the second commission, which began in December 2020, eliminated this function, assigning only one civil servant to handle record management. This change has drawn criticism from experts, who noted that one person's workload was insufficient to adequately manage the necessary documentation, leaving the commission vulnerable to poor record-keeping.

The association highlighted specific incidents that demonstrate the risks associated with inadequate record management, such as the complete loss of investigation data from a significant fire at the National Information Resource Management Center in 2025, which occurred because the commission was using inappropriate data storage solutions. With the third commission set to explore broader human rights violations in various settings, including social welfare and adoption institutions, reinstating the record management division is seen as crucial to ensuring accountability and effective documentation of their work.
