In implementing the LRT audit recommendations, the government proposes to mandate the VPT to carry out violation prevention

The Lithuanian government is proposing to empower the VPT to oversee compliance with procurement contract regulations as part of efforts to implement audit recommendations from the LRT.

In Lithuania, the government has proposed new legislation aimed at addressing shortcomings identified in an audit of the Lithuanian National Radio and Television (LRT) conducted by the State Audit Office (VK). The proposed law would empower the Public Procurement Office (VPT) to oversee adherence to the legal provisions governing procurement contracts. Additionally, the VPT would provide free consultations to procuring organizations and suppliers, creating a more efficient, flexible, and transparent procurement process. This initiative stems from findings that highlighted significant gaps in the procurement regulation and oversight procedures.

The VK's audit revealed that a staggering 89% of procurement procedures for programs and their development in 2024 were executed through non-public consultations with selected suppliers, amounting to a total value of 12.74 million euros, or 53% of all procurement spending. The proposed reforms, which are grounded in the VK's recommendations, aim to ensure that procurement activities are conducted more transparently and lead to better accountability. These changes will be submitted to the Seimas, Lithuania's parliament, for approval.

If accepted, the legislative amendments are expected to take effect from July 1st. This move represents a proactive step by the Lithuanian government in enhancing the integrity and transparency of public procurement, thus addressing public concerns about the perceived inefficiencies and corruption in government spending. By mandating the oversight of procurement practices, the government hopes to restore trust in public institutions and ensure that taxpayer money is used more effectively.
