Kainuu Welfare Area's Layoff Negotiations Concluded – About 40 Jobs at Risk

Kainuu's welfare area concludes layoff negotiations that threaten around 40 jobs due to budget cuts and restructuring.

The layoff negotiations concerning the Kainuu welfare area have concluded, with the outcome indicating potential layoffs affecting up to 46 employees. Following decisions made by the regional board, the immediate risk of layoffs is expected to impact about 40 workers. In response to this situation, the welfare area is committed to seeking possible redeployment opportunities for those at risk within the region itself.

Additionally, the regional council voted on a supplementary budget that includes measures such as the suspension of the ePassi employee benefit until 2026, which is projected to save around 373,000 euros for the year. The overall impact of the supplementary budget for 2026 is estimated to be approximately 3.2 million euros, factoring in the removal of personnel benefits and adjustments according to official proposals. Despite these changes, the financial situation of the area remains precarious.

Welfare area director Sami Mäenpää disclosed that following the latest proposals for changes in state funding, the annual adaptation need has surged to between 12 and 13 million euros for the years 2027-2028. This highlights a looming financial struggle for the Kainuu welfare area, exacerbating concerns over employment and the continuity of services amid a tightening budget environment.
