Dog who died tied up and without water had no food and was covered in ticks, says police

The local police uncovered the animals after receiving tips from a witness who provided photos and videos showing the neglect. Two dogs were discovered in a severely weakened state, one unfortunately deceased at the scene while efforts to rescue the other were made.
The surviving dog was rescued by members of the Commission for the Defense and Protection of Animals from the Brazilian Bar Association in Piauí and the NGO Adota PHB, and taken to an animal shelter for care. The deceased dog's body was collected by the criminal expertise unit of the Civil Police to investigate the cause of death more thoroughly. Meanwhile, the owner of the dogs, currently detained, claimed he found them abandoned in a muddy area of the neighborhood and attempted to care for them afterwards.
