The expanded vignette scope will prevent damage to regional roads, believes the Ministry of Transport

The Latvian Ministry of Transport announced that an expanded vignette system will take effect on March 1 to prevent damage to regional roads not intended for freight transport.

The Latvian Ministry of Transport is set to implement an expanded vignette system starting March 1, aiming to protect regional roads that are not designed for heavy freight transportation. Tālivaldis Vectirāns, the Director of the Department of Road Traffic at the Ministry, explained that the road usage fee will not apply uniformly to all regional roads but will be based on the specific function, traffic intensity, and nature of usage of each road segment. This initiative is expected to raise funds for road maintenance and repairs, ensuring better conditions for all road users.

Vectirāns emphasized that the vignette requirement will not extend to freight vehicles that do not utilize toll roads, such as those transporting goods for personal or local use. This alleviation is crucial for many operators who engage in local transportation without impacting the toll road infrastructure. The changes to the road usage fee law will also officially establish new rates and the expanded coverage of the vignette system, poised to create a clearer structure for road usage and funding across Latvia.

As of the implementation date, the toll remains applicable only to freight vehicles with a gross mass exceeding three tons, maintaining the focus on larger vehicles that contribute more significantly to road wear. This targeted approach is aimed not only at preserving the integrity of regional transportation pathways but also at fostering a sustainable funding model for their upkeep and enhancement, aligning with the Ministry's broader objectives for national transportation infrastructure management.
