Speaking at a program held at Maharashtra Animal and Fisheries Sciences University in Nagpur, Bhagwat emphasized the need for specialized governance in veterinary sciences to ensure animals receive the appropriate care and attention they deserve.

He drew a parallel between the necessity of specialized councils in various fields, including sports where decisions are made by athletes, and veterinary sciences which require expertise for better outcomes in animal welfare. Bhagwat highlighted the critical importance of allowing knowledgeable professionals in the field of veterinary medicine to lead and make crucial decisions pertaining to animal care and welfare, thereby ensuring a focus on their specific needs.

Bhagwat's use of the saying "Whoever's monkey, dances accordingly" reflects his belief that expertise should drive decisions in any respective field. This assertion indicates an underlying problem in governance where decisions are made without appropriate expertise, potentially affecting the welfare of animals in India if such changes to the veterinary governance structure do not occur.
