Rwanda: Corruption - What's Behind Rwanda's Top Performance in Global Ranking

Rwanda achieved its highest score in the 2025 Corruption Perceptions Index, ranking 41st globally, amidst a decline in global anti-corruption efforts.

In the 2025 Corruption Perceptions Index (CPI), Rwanda scored a notable 58 out of 100, marking its highest score to date. This scores represents a slight improvement from the previous year, where it recorded 57. The country managed to climb in its global rank to 41st out of 182 countries, in contrast to its 43rd position in 2024, suggesting a positive trajectory in its fight against corruption, despite the overall global decline in such efforts.

While Rwanda's performance is commendable, the CPI report reveals a concerning broader trend; the global average score has decreased to 42 out of 100, which is the lowest average in over ten years. The report underscores that more than two-thirds of the assessed nations, specifically 122 out of 180 countries, scored below 50. This highlights a significant number of countries struggling to effectively manage and combat corruption.

Officials in Rwanda attribute the country's improved CPI score to a combination of strong political will and robust institutional frameworks designed to tackle corruption. As global corruption perceptions falter, Rwanda's achievement serves as a potential model for other nations grappling with similar issues, indicating that committed governance and strategic initiatives can yield positive results even in challenging environments.
