Henilton Menezes, secretary of the Rouanet Law, leaves MinC and will be replaced by Thiago Rocha Leandro
Henilton Menezes is stepping down from his role as secretary of the Ministry of Culture in Brazil, with Thiago Rocha Leandro set to take over.
Henilton Menezes will leave his position as head of the Secretary of Promotion and Incentive to Culture at the Ministry of Culture (MinC) on the 27th of this month. His departure comes as he wishes to dedicate more time to his family, and this transition has been planned with the current Minister of Culture, Margareth Menezes. The Ministry has confirmed that his successor will be Thiago Rocha Leandro, the current director of Technical Assistance to States, the Federal District, and Municipalities within the ministry.
Thiago Rocha Leandro has expressed his intention to continue the significant work initiated by Menezes, highlighting the importance of listening, democratizing, and reconstructing the Secretary's processes. He emphasized that his role will focus on maintaining the momentum of the successful management that has yielded impressive results for Brazil's cultural sector, particularly in the context of resource collection through the Rouanet Law.
Under Henilton's leadership, the resources secured through the Rouanet Law have hit record highs for the third consecutive year in 2025. This achievement demonstrates the increasing effectiveness of the incentive mechanism for cultural projects in Brazil, as noted by the Ministry of Culture based on data from the Cultural Incentive Laws Support System (Salic). The transitions in leadership reflect ongoing efforts to enhance cultural promotion and funding in the country, which may have significant implications for artists and cultural initiatives.
