The Defense Committee is Firm on the Requirement of Estonian Language for Conscripts
The Estonian Defense Committee is advancing a requirement for conscripts to have a B1-level proficiency in the Estonian language, with mandatory language courses provided by the state for those lacking proficiency.
The Estonian Defense Committee has decided to implement a requirement for conscripts to demonstrate B1-level proficiency in the Estonian language, potentially starting at the beginning of next year. Young individuals lacking the necessary language skills will be mandated to complete a compulsory language course within a year, funded by the state for the first attempt. However, repeated failures or intentional delays in completing the course could result in penalties, emphasizing the importance of language skills in military service.
The main point of contention within the committee was how to address individuals who are currently unable to meet the B1 proficiency standard. Although there was consideration of offering voluntary language education, the committee ultimately opted for mandatory courses through the integration foundation. This decision aims to ensure all conscripts are equipped with the necessary language skills to fulfill their roles effectively.
Furthermore, the Estonian National Defense Resources Agency will be responsible for verifying conscripts' language proficiency levels. If individuals fail to meet the required standard, they will be directed to the integration foundation for additional language training. This structured approach is intended to streamline the process of language acquisition among young conscripts, allowing for a smoother integration into military service and broader societal participation in Estonia.
