Cho Kuk, the leader of the Justice Party, announced on the 11th that the party agrees to establish a preparation committee for solidarity and integration as proposed by the Democratic Party of Korea. He stated that this decision would be ratified in an upcoming party committee meeting. Cho expressed that the unified effort between the two parties should focus on significant goals such as complete judgment of insurrection, political reform, and the success of people's sovereignty government, which he believes will earn the citizens' applause.

During the emergency Supreme Council meeting held in the National Assembly, Cho mentioned that he received the final stance of the Democratic Party on solidarity and integration from its leader, Jeong Cheong-rae. He emphasized the need for the discussions on merger preparations to ensure that they stem from earnest aims rather than selfish interests of particular politicians or factions. He warned that approaching the matters with a narrow focus on individual benefits would lead to adverse effects.

Further, Cho highlighted the necessity of verifying whether the integration suggested by the Democratic Party relates to local elections or is merely a vague proclamation. He insisted that if it pertains to local elections, the preparation committee should outline the principles and methods for this collaboration. Moreover, following local elections, there must be a responsible continuation of discussions on the meaning, content, and approach of any potential unification between the two parties that aims to bolster trust and respect towards one another.
