Kaja Kallas, the EU's High Representative for Foreign Affairs, has emphasized that before engaging in negotiations with the Kremlin, the European Union must clearly delineate the concessions it expects from Russian President Vladimir Putin. In an interview, Kallas highlighted the necessity for a well-defined list of demands that EU member states should present to Moscow as part of any future discussions.
