KNAB: No violations found in the actions of Ķirša and employees
The Corruption Prevention and Combating Bureau (KNAB) reported that no violations were found regarding the actions of Guntars Ķiršs and other employees from VSIA 'Latvijas koncerti' following an evaluation at the request of the Ministry of Culture.
The Corruption Prevention and Combating Bureau (KNAB) has concluded that there were no violations found concerning the actions of Guntars Ķiršs, a board member of the state-run organization 'Latvijas koncerti', and several other employees. This evaluation was carried out after an anonymous complaint was submitted at the request of the Ministry of Culture. The investigation, which began in December 2022, focused on potential long-term violations by state officials involved in public procurement and their simultaneous roles in a private company called 'Dzintaru koncertzāle'.
During the evaluation, KNAB assessed whether these public officials adhered to the legal requirements outlined in the Law on the Prevention of Conflict of Interest in the Activities of Public Officials. KNAB highlighted that, according to the Administrative Responsibility Law, individuals can be held accountable for any violations regarding conflict of interest within a two-year timeframe following the occurrence of the violation. If this period lapses, administrative accountability can no longer be imposed on the involved parties.
The report by KNAB underscores the importance of transparency and accountability in public service, especially in roles that may intersect with private interests. Although the lack of identified violations may bring relief to those involved, it raises questions about the adequacy of monitoring mechanisms in place to ensure compliance with laws designed to prevent conflicts of interest within public institutions.
