Russia is using encrypted messaging apps like Telegram and cryptocurrency to recruit low-cost 'agents' to carry out sabotage across Europe, particularly targeting financially troubled Ukrainian refugees unaware of their involvement in Russian interests, according to a new report from the Royal United Services Institute (RUSI).
