The court gives the green light to construction works at Stradiņš A2: time reserve melts, price approaches the maximum limit

Stradiņš Hospital's A2 building project is cleared by the court to continue amidst concerns over finances and timelines due to recent disputes.

The construction project for the A2 building of Stradiņš Hospital has received judicial approval to proceed, despite a previous claim from construction firm ‘Velve’ that had raised concerns about the procurement process. This claim resulted in uncertainties regarding the project's completion timeline and the associated financial implications. One of the contractors miscalculated their financial offer, which led to changes in the bidding position, however, this did not affect the outcome of the procurement process.

The origin of the A2 building’s construction dates back over a decade, with work initially starting six years ago by the firm SIA 'Velve'. However, due to prolonged disagreements, the hospital terminated its contract with 'Velve' in February 2024. The tribunal's decision this week dismissed 'Velve's temporary injunction request to halt the procurement process until their previous appeals regarding decisions by the Procurement Monitoring Bureau could be resolved. This decision alleviates the hospital's concerns related to funding availability and project timelines.

With the court's backing, the project is now expected to continue under the supervision of the 'State Real Estate' agency. As costs are creeping towards their upper limits, the urgency to complete the project within the set deadlines intensifies. The hospital is now tasked with ensuring that the construction progresses smoothly, without further legal or financial impediments, to fulfill the long-anticipated healthcare infrastructure that has been in the planning for years.
