Preparing the state budget for 2027

The Lithuanian Ministry of Finance is set to minimally adjust the public finance plan for 2027 after the budget was approved last year.

The Lithuanian Ministry of Finance has announced plans to begin the process of preparing the state budget for 2027. As the public revenues and expenditures for the following year were previously approved in the 2026-2028 multiannual budget adopted by the Seimas last year, only minor adjustments are expected in the upcoming financial plan. By May 4, the ministry will gather funding needs from various institutions, which will then lead to consultations with appropriations managers before June 12.

Scheduled meetings between the Prime Minister, the Minister of Finance, and their colleagues regarding planned expenditures and goals for the respective ministries are set from June 15 to July 3. The goal is to establish spending limits by July 10, and throughout the rest of the summer, institutions will prepare draft expenditure estimates. In a continued effort to streamline the budgeting process, the Ministry of Finance is also expected to present updated financial forecasts for the period of 2026-2029 by September 11.

Based on these forecasts, the budget proposal along with the expenditure limits is to be refined and submitted to the Government by October 15. For this year, the expected revenues, including European Union funds, are projected to reach 21.07 billion euros, indicating a strong fiscal stance as Lithuania continues its commitment to manage public finances effectively amid ongoing economic challenges.
