SP government opens supplemental credit to cover blocked federal funds for the Santos-Guarujá tunnel

The São Paulo government has issued a decree to open supplemental credit after federal funds for the Santos-Guarujá tunnel were blocked by the TCU.

Following the decision by Brazil's Federal Court of Auditors (TCU) to block R$ 2.6 billion intended for the Santos-Guarujá tunnel project, the government of São Paulo has swiftly moved to secure the necessary funding by issuing a supplemental credit decree. This amount closely matches the funding that was to be provided by the Porto de Santos Authority (APS), which was designated to oversee the investment. The decree, signed by Governor Tarcísio de Freitas, emphasizes the importance of this project as part of the larger Growth Acceleration Program (Novo PAC) under President Lula's administration.

The urgency of this financial maneuver comes amidst ongoing conflicts at the federal level regarding the financing of what is touted as the largest public works project under the renewed Novo PAC. As São Paulo is positioned to take on the responsibility for the construction, it is expected to manage approximately half of the total project costs, amounting to around R$ 5.2 billion. The recent decree ensures that the state has a formal budget in place to cover total expenses for the project, should federal funds remain inaccessible.

This development highlights not only the critical need for infrastructure improvement in Brazil but also the complexities involved in securing funding for large-scale projects. The Santos-Guarujá tunnel, aimed at enhancing connectivity and economic efficiency in the region, will be closely watched as it navigates these funding challenges, reflecting broader themes of intergovernmental relations and public-private partnerships in Brazil's development strategy.
