Aid in bills: ARERA defines the rules for the extraordinary contribution of 115 euros. Enel leads the front of companies on the voluntary contribution
ARERA has introduced an automatic 115 euro contribution for eligible domestic electricity customers as part of the new 'Dl Bollette' law in Italy, effective February 21, 2026.
The new phase of Italy's 'Dl Bollette' has begun, with ARERA outlining the rules for a one-time 115 euro electricity bill assistance to eligible domestic customers. This contribution aims to support households benefiting from the social electricity bonus as of February 21, 2026, requiring no application from users—beneficiaries will receive the amount automatically in their first applicable bill. This initiative is part of broader efforts to ease financial burdens on low-income families amidst rising energy costs.
In addition to the automatic 115 euro support, ARERA is also establishing a voluntary contribution mechanism for families who do not receive the social bonus yet have an income (ISEE) of up to 25,000 euros. Unlike the automatic aid, this voluntary support is not state-funded and will depend on contributions from electricity companies. This approach is designed to extend assistance to a wider range of households facing economic hardship without duplicating existing government-funded benefits.
As the energy crisis continues, legislative measures like these reflect a concerted effort by the Italian government and regulatory bodies to mitigate the impact of escalating electricity costs on vulnerable populations. With companies like Enel leading the charge in the voluntary contributions, the effectiveness of these initiatives will greatly depend on broad participation from the private sector to complement the state-sponsored financial relief, ensuring comprehensiveness in the assistance to affected households.
