On March 18, Russian attacks launched on the Kherson and Donetsk oblasts resulted in the deaths of two individuals and left two others injured. This escalation of violence was reported by local officials, including Oleksandr Prokudin, head of the Kherson Regional Oblast Administration, and Vadym Filashkin, head of the Donetsk Oblast Military Administration. The attacks were characterized by the use of drones, aircraft, and artillery, targeting both social infrastructure and residential areas, which exacerbates the ongoing humanitarian crisis in the region.

In Kherson, multiple settlements such as Beryslav, Bilozerka, and the city of Kherson itself were struck, leading to significant structural damage. Two high-rise residential buildings and 21 houses were reportedly damaged, along with other infrastructure such as gas pipelines and vehicles. The intensity and nature of these attacks underline the persistent threat faced by civilians amid the ongoing conflict.

In addition to the events in Kherson, Filashkin highlighted that two civilian lives were lost in Donetsk Oblast, specifically in Lyman and Raihorodok. These developments illustrate the continued targeting of civilians and civilian infrastructure amid the ongoing war, which devastates local communities and fuels international concern regarding human rights violations in the conflict.
