According to the decree, the funds will be granted by the Executive Power through the Secretary of Finance under the Ministry of Economy. This financial support is aimed at easing the immediate fiscal pressures that Santa Cruz is experiencing, ensuring that the province can meet its pressing financial obligations without further straining its resources.
Moreover, the repayment framework outlined in the decree stipulates that the advance must be repaid within the same fiscal year. The repayment will be executed through deductions from the province's revenue-sharing allocations, which means it will directly affect the province's future funding but aims to stabilize its financial position in the present.
