‘This case depicts the mechanism through which the Council for Participation was co-opted by individuals affiliated with a political party to accumulate power’, says Prosecutor in Liga2

Ecuador's Prosecutor's Office criticizes the Council for Participation for being co-opted by political affiliates aiming to centralize power.

The Ecuadorian Prosecutor's Office has presented an accusatory statement regarding the co-optation of the Council for Participation and Social Control (CPCCS) by individuals aligned with a political party. According to the interim general prosecutor, Carlos Leonardo Alarcón, this case illustrates how the CPCCS, which is responsible for selecting key authorities in Ecuador, has been converted into a tool for political manipulation, reducing the importance of citizen participation to mere rhetoric. The prosecutor emphasized that the actions implicated were aimed at capturing as much power as possible.

On March 18, the prosecution began detailing the circumstances surrounding the accusation against former members of the CPCCS and members of the so-called Liga Azul, a group close to former President Rafael Correa. Individuals such as Augusto Verduga, Yadira Saltos, and Eduardo Franco Loor are featured in this critical case, with accusations suggesting they acted to undermine the integrity of the CPCCS. Alongside these individuals, Nicole Bonifaz, who still serves on the council, is also facing scrutiny for her involvement in what has been labelled a significant breach of political ethics.

This case raises serious implications for the governance and political structure in Ecuador. It underscores concerns about the influence of political parties on state institutions, particularly in how power dynamics shift under party allegiance. If proven, these accusations could lead to substantial changes in how participation and oversight bodies operate in Ecuador, potentially restoring faith in a system that many citizens view as compromised by political interests. Through this trial, the prosecution aims to highlight the necessity of safeguarding democratic institutions and ensuring that citizen participation is genuine, rather than a superficial endorsement of party politics.
