The UCO detects a payment to the former director of Highways from a construction company benefiting from the works under investigation in the 'Koldo case'

Investigators are probing a suspicious payment from a construction company to the former director of Highways, linked to public contracts being investigated.

The Koldo case investigation has revealed a suspicious payment made by the construction firm Aquaterra Servicios Infraestructuras SL to Francisco Javier Herrero Lizano, the former director general of Highways, who is currently under scrutiny by the National Court. Anti-corruption officials and the Central Operational Unit (UCO) of the Civil Guard suspect this payment may be a form of compensation for public contracts that benefitted the construction company, indicating potential corruption in the allocation of these contracts.

Judge Ismael Moreno has ordered the retrieval of banking information related to Aquaterra and three other construction firms: Ferrovial Construcción SA, Tecade SA, and Freyssinet SA, all of which participated in public tenders alongside Acciona. There are concerns that these companies might have been used to funnel funds to those being investigated, pointing to a possibly larger network of corruption within public contract awarding. The investigation is extensive, targeting 29 different financial institutions to gather comprehensive financial data across various accounts and deposits.

Luis Pastor, the state attorney overseeing the case, has been following these leads closely, reflecting a serious commitment to uncovering any malfeasance in the public sector. The implications of this investigation are significant, as it could reveal systemic issues within how public contracts are awarded and managed in Spain, particularly in the infrastructure sector. The case raises questions about accountability and governance, pressing for reforms to ensure transparency and integrity in future public contracting processes.
