The Public Ministry of Ceará initiated an operation named "Carta Marcada" on Tuesday morning to investigate alleged bidding fraud and contract execution issues during a previous administration in the city hall of Penaforte, Ceará. This operation involves the Prosecutor's Office for Crimes Against Public Administration and the Technical Operational Department of the Civil Police of Ceará, who carried out 12 search and seizure warrants across various municipalities in Ceará and one in Paraíba.

The investigation focuses on whether crimes such as embezzlement and criminal association occurred during bidding procedures and the provision of maintenance services for public buildings. The operation underscores serious concerns regarding corruption in public administration and the integrity of public contracts, significantly impacting taxpayer trust in governmental operations.
