Shoigu indicated that a significant rise in these attacks has created a pervasive sense of insecurity among the Russian populace, stating that no Russian can feel safe anymore. This heightened concern follows reports from Russian news agency TASS, claiming that in 2025 alone, Ukraine launched 1,830 "terrorist attacks" within Russia, illustrating the scale and intensity of the ongoing conflict.
