Roberto Luque Questions the Extension of Road Concession Contracts in Guayas: 'We Should Know the Technical Foundations'

On March 17, Minister of Infrastructure and Transport, Roberto Luque, expressed his reservations regarding the recently announced 30-year extension of road concession contracts in the province of Guayas, Ecuador. During an interview with Contacto Directo, Luque highlighted what he referred to as 'imprecisions' and a concerning lack of information regarding these contracts, which are under the supervision of the Prefecture led by Marcela Aguiñaga.

Luque stated that although the ministry had reached out to the Prefecture to obtain necessary details on the negotiations, their requests have not been completely met. He noted, 'It's not that they do not respond, but they do not send what is needed,' which points to potential issues of transparency and accountability in the handling of public contracts. The Minister made it clear that the ministry's role is not to manage these concessions directly, but emphasized the importance of knowing the technical bases that justified the significant financial aspects of the renewal.

Moreover, Luque denounced the underlying economic model that supports such concessions, urging that there should be clarity on the standards and data that informed the contracts recognized at a staggering value of 516 million dollars. His concerns reflect broader issues about governance and infrastructure management in Ecuador, highlighting the need for better oversight and understanding of public-private partnerships that have major implications for the future of the region's transport infrastructure.
