According to the Financial Times, Russia has significantly advanced its intelligence operations in Vienna, exploiting legal loopholes in Austria's neutral stance to build one of its largest covert signals intelligence bases in the West. Despite numerous European countries expelling hundreds of Russian diplomats following the invasion of Ukraine, around 500 remain in Austria, with a substantial number allegedly involved in intelligence activities.

The report highlights the visible infrastructure being developed, including the installation of numerous satellite dishes on rooftops of Russian-owned properties throughout Vienna. This trend has reportedly escalated over the past two years, raising alarms among Western intelligence officials about the scale and intent of Russia's operations in the city.
