Bauru Chamber approves final report of the 'Scrap CEI' on deviations at Emdurb
The Bauru City Council approved the final report of a special inquiry committee investigating the misappropriation of scrap materials by the Municipal Urban and Rural Development Company of Bauru (Emdurb).
During an ordinary session on Monday, the Bauru City Council unanimously approved the final report of the Special Inquiry Committee (CEI), which investigated allegations of misappropriation of scrap and unusable goods from the Municipal Urban and Rural Development Company of Bauru (Emdurb). The decision to pass this report indicates a significant step toward accountability, as it will now be forwarded to the Public Ministry and the Civil Police for further investigation. Additionally, an audit will be conducted on the municipal urban company to uncover any possible irregularities involving their operations.
The investigation by the CEI surfaced allegations concerning the improper disposal of damaged materials following a severe storm that hit Bauru on September 22, 2025. This storm caused considerable destruction across the city, including downed trees, damage to traffic lights and electricity networks, residential homes, public buildings, and partial destruction of the Terminal Rodoviário’s roof. Amidst these challenges, the allegations suggested that Emdurb had engaged in the unauthorized sale of these damaged materials, raising serious concerns about governance and transparency within the organization.
This approval represents not only a moment of accountability for local authorities but also serves as a warning to other municipal entities regarding the importance of ethical management and adherence to laws governing public resources. The impending audit and investigation by the relevant authorities underline the commitment to ensuring public trust and rectifying any identified wrongdoings. Communities rely on their public agencies to act in their best interests, particularly in the aftermath of natural disasters, making the scrutiny of Emdurb's actions particularly crucial in maintaining public confidence.
