Experts in human resources have reported inconsistencies in their knowledge and support levels across different sectors, with claims that financial and legal competences are partially insufficient.

Welfare area director Petri Virolainen pointed out that challenges in personnel management manifest in unclear information provided to managers, with the most significant problems arising from the need to perform tasks repeatedly. According to the audit, there has even been at least one occasion of wrongful termination of an employee, highlighting the systemic issues within the management procedures. There is also a lack of clear workforce needs assessments, which contributes to the perception of a siloed operational structure.

The report sheds light on the critical need for reforms in personnel management and the establishment of clear responsibilities between personnel management and specific sectors within the welfare area.
