Morishia Tsudanuma to Partially Reopen as Redevelopment at Station Front is Frozen Due to High Construction Costs
Morishia Tsudanuma in Chiba Prefecture will partially reopen by fall 2028, as the redevelopment project at the nearby JR Tsudanuma Station has been frozen due to soaring construction costs.
The Morishia Tsudanuma complex, located near the JR Tsudanuma Station in Narashino City, Chiba Prefecture, will partially reopen in the fall of 2028. This announcement was made by the city on the 17th, following an impasse in the redevelopment project originally planned for the station's south entrance due to escalating construction costs. The reopening aims to provide services for around ten years, although the overall redevelopment plans will remain on hold during this period.
The redevelopment was under the management of Nomura Real Estate, which communicated its intentions to the city on the 16th. The portions of Morishia Tsudanuma set to reopen include the basement level and two above-ground floors, as well as a south-side multi-story parking facility and an underground parking lot. Prior to its closure, these floors housed a supermarket, fish market, cafes, and restaurants; however, tenants for the reopening have not yet been determined. The municipality plans to conduct renovation work on aging facilities, such as water pipes, but only for the operational areas.
In conjunction with the partial reopening, Narashino City will also prepare to reopen the Narashino Cultural Hall, which has been closed, by upgrading its faulty air conditioning system and aiming for completion within the fiscal year 2028. Originally, the redevelopment included plans for a 52-story tower and cultural hall to replace Morishia, but these plans have been stalled due to the surging costs of construction materials and labor.
