Lulinha traveled to Portugal with Careca from the INSS to visit a medicinal cannabis factory, says lawyer

Lulinha, son of Brazilian President Lula, is reported to have traveled to Portugal with a key figure in an INSS fraud investigation, according to his lawyer.

Marco Aurélio de Carvalho, the legal advisor for Fábio Luís Lula da Silva (Lulinha), revealed that Lulinha traveled to Portugal with Antônio Carlos Camilo Antunes, known as Careca do INSS, who is currently under investigation for significant frauds within the National Institute of Social Security (INSS). This admission marks the first time Lulinha's defense has acknowledged any connection to Careca, who has been incarcerated since September of the previous year. Despite this acknowledgment, Carvalho maintains that Lulinha did not engage in fraud, was unaware of any wrongdoing, and did not receive any misappropriated funds from the INSS.

The ongoing investigation into the fraudulent activities at the INSS, known as Operation Sem Desconto, was initiated by the Brazilian Federal Police in April 2025 and further scrutinized by the Mixed Parliamentary Commission of Inquiry (CPMI). This investigation centers around allegations of embezzlement involving retirement and pension funds at the INSS, raising significant concerns over corruption within the Colombian system. The timing of Lulinha's trip to Portugal in November 2024, specifically at the invitation of Careca, raises questions about the extent of their relationship and potential implications for the ongoing inquiry.
