On the morning of October 16, around 10:25 AM, a distress call was made reporting that a boat carrying approximately 20 individuals had capsized off the coast of Henoko in Nago City, Okinawa. According to the 11th Regional Coast Guard, two boats capsized, throwing all 21 people onboard into the sea. On the day of the incident, 12 individuals were aboard the Peace Maru, and 9 were aboard the Fukuru Maru, highlighting the active involvement of the local community in opposing the military base expansion.
