Social organizations march in Quito against the Law of efficiency in the GAD and labor shift agreement
Social organizations in Quito protested against a reform to the Organic Code of Territorial Organization and a new labor agreement issued by the Ministry of Labor.
On March 13, 2026, social and labor organizations organized a significant march in Quito, Ecuador, to express their opposition to the Reform Law of the Organic Code of Territorial Organization, Autonomy, and Decentralization (Cootad) as well as a ministerial agreement regulating special work schedules published by the Ministry of Labor. Key groups involved in the protest included the National Union of Educators (UNE), the United Workers Front, and the Confederation of Public Servants of Ecuador, demonstrating their discontent with governmental changes affecting labor rights and municipal work conditions.
The rally took place at around 4:00 PM, starting from the Ecuadorian Institute of Social Security (IESS) along the 10 de Agosto Avenue and moving towards the historic center of Quito. Demonstrators wielded flags, placards, and slogans while being accompanied by a police contingent, highlighting the tension between civil society's demands and state authority. The mobilization was characterized by an atmosphere of solidarity among various sectors of workers who feel threatened by the new labor regulations.
AndrΓ©s Quishpe, the president of the UNE, announced plans to convene a large worker assembly scheduled for April 11, which signifies ongoing efforts to unify labor forces in the face of these new legislative changes. This protest reflects the growing dissatisfaction among Ecuadorian workers regarding reforms perceived as detrimental to labor rights, calling for greater engagement and solidarity within local communities to resist such measures.
