Jõhvi municipality does not see much point in appealing the Toila school court decision

Jõhvi municipality officials deem the appeal of the court's decision to keep Toila school open as not very promising.

Jõhvi municipality has stated it sees little value in appealing the recent court ruling that nullified the decision to close the Toila school’s gymnasium section. After meeting with representatives from the Ministry of Education and Research, discussions were held regarding the implications of the court's decision, which emphasized the community's insufficient involvement in the original decision to close the school. Even though the local council had planned to shut down the gymnasium section in spring 2024, this was challenged in court by parents of students, leading to a series of legal evaluations over the following years.

The closure decision had initially been backed by a promise from the Ministry to fund the building of a new school if the closure occurred. However, after a series of court decisions, including a ruling in Spring 2025 that upheld the council's decision, the jurisdictional court later reversed this, citing community engagement deficiencies as a key factor. The complexity of the situation is compounded by the administrative reshuffling following municipal mergers, which have placed the school under Jõhvi’s jurisdiction instead of Toila.

As the situation stands, the future of the Toila school is uncertain, especially considering that while officials argue against an appeal, the community remains invested in the school’s future. The disagreement highlights tensions between local governance, community involvement, and educational policy, raising questions about how such decisions are made and the importance of stakeholder consultations in shaping educational landscapes.
