New cells being built in Finnish prisons at a rapid pace

The Finnish Ministry of Justice announced the construction of modular cell sections to accommodate an additional 180 prison places in Helsinki and Kylmäkoski prisons.

The Finnish Ministry of Justice has revealed plans to construct new modular cell sections in the Helsinki and Kylmäkoski prisons, aiming to add 180 new prison places—120 in Helsinki and 60 in Kylmäkoski. This initiative follows the approval of lease agreements by the State Council's Financial Affairs Committee, indicating a significant push to address the current shortages in prison capacity.

The modular construction method is highlighted as a faster alternative to traditional prison building techniques, allowing for the rapid assembly of structures primarily composed of prefabricated components produced in factories. This approach not only expedites the building process, projected to start in May and conclude by the end of this year, but also helps to meet the growing demand for closed prison spaces.

Moreover, the lease agreements for the new modular sections will commence in early 2027. The Finnish government is also planning to respond to the growing need for additional prison places by constructing new facilities in Turku, further indicating a proactive approach to managing prison overpopulation and ensuring adequate accommodation for inmates across the nation.
