Estonia is seeking a new operator for ferry lines connecting mainland to four islands through an international procurement process.
The Estonian Ministry of Rural Affairs has announced an international public procurement to select a new operator for ferry lines connecting the mainland with the islands of Vormsi, Kihnu, Manilaiu, and between Saaremaa and Hiiumaa. Existing contracts for the Kihnu–Munalaid and Manilaid–Munalaid lines will conclude on September 30, 2024, with others expiring shortly after. Currently, AS Kihnu Veeteed is responsible for operating these routes.
The government's intention is to appoint a single operator for all four ferry lines, with a contract duration of five years. The bidding process will award points based on various criteria, such as the capacity of vehicles, equivalency of ice class for the primary vessels, and the provision of a dual-hulled replacement ferry. The new contract will also require a reduced timeframe for ensuring a replacement vessel, shortening it from 48 to 36 hours.
This procurement highlights Estonia's ongoing efforts to improve connectivity between the mainland and its islands, which are vital for local inhabitants and tourism.
