This move has been confirmed by the Minister of Migration, Elma Saiz, marking a notable extension of medical care rights to foreign nationals residing in Spain without legal status. Therefore, the approval was granted through a royal decree, bypassing the parliamentary process.

The new healthcare measure not only covers illegal migrants but also encompasses Spanish citizens returning from abroad, temporary visitors, and their accompanying family members. The initiative aims to ensure medical support for those who have not only crossed borders but also intend to settle in Spain lawfully. To be eligible under this new policy, migrants must have arrived in Spain before December 31, 2025, have resided in the country for a minimum of five months, and have no criminal record.

In January, the government initiated a separate measure to grant residency and work permits to approximately 500,000 illegal migrants, demonstrating a shift towards more inclusive immigration policies.
